PMAKI NTB Minta KPK Audit Menyeluruh Pokir DPRD se-NTB

BIMA, NTB – Paguyuban Masyarakat Anti Korupsi Indonesia (PMAKI) Nusa Tenggara Barat mendesak Komisi Pemberantasan Korupsi (KPK) bersama aparat penegak hukum lainnya melakukan pemeriksaan menyeluruh terhadap pengelolaan dana Pokok Pikiran (Pokir) DPRD di seluruh wilayah Nusa Tenggara Barat.

Desakan tersebut disampaikan Ketua PMAKI NTB, Danil Akbar, menyusul pernyataan KPK yang meminta seluruh DPRD di Indonesia meninjau kembali mekanisme pengalokasian dana Pokir agar tidak menyimpang dari tujuan awal sebagai instrumen penyaluran aspirasi masyarakat.

Selain menjabat sebagai Ketua PMAKI NTB, Danil Akbar juga merupakan Tim Anti Korupsi Resimen Brigade 571 Trisula Macan Putih yang selama ini aktif mendorong penguatan pengawasan publik terhadap penggunaan anggaran negara dan daerah.

Menurut Danil, langkah evaluasi tidak cukup hanya dilakukan terhadap program Pokir yang sedang berjalan, tetapi harus diperluas hingga menelusuri pelaksanaan Pokir pada tahun-tahun sebelumnya baik di tingkat Provinsi NTB maupun seluruh kabupaten dan kota.

“Pernyataan KPK harus menjadi pintu masuk untuk membongkar secara menyeluruh tata kelola Pokir. Aparat penegak hukum perlu memastikan apakah program-program tersebut benar-benar lahir dari kebutuhan masyarakat atau justru dimanfaatkan sebagai sarana distribusi proyek dan kepentingan politik tertentu,” ujarnya.

Ia menegaskan bahwa Pokir merupakan bagian dari proses perencanaan pembangunan daerah yang bersumber dari aspirasi masyarakat, bukan hak pribadi anggota DPRD ataupun instrumen untuk mengendalikan proyek pemerintah.

Karena itu, PMAKI NTB menilai perlu dilakukan pemeriksaan terhadap seluruh rantai proses penganggaran dan pelaksanaan Pokir, mulai dari hasil reses, dokumen perencanaan daerah, pembahasan APBD, hingga pelaksanaan kegiatan di lapangan.

Selain audit administrasi, Danil meminta aparat melakukan penelusuran terhadap kontrak pekerjaan, aliran pembayaran, pengadaan material, serta kepemilikan perusahaan yang terlibat dalam pelaksanaan proyek-proyek Pokir.

“Kami menerima berbagai informasi dari masyarakat terkait dugaan praktik yang mengarah pada pengondisian kegiatan, penentuan kelompok penerima manfaat, hingga dugaan keterlibatan pihak-pihak yang memiliki hubungan kepentingan dalam pelaksanaan proyek. Karena itu seluruh proses harus dibuka dan diuji secara objektif melalui mekanisme hukum yang berlaku,” katanya.

PMAKI NTB menilai terdapat sejumlah aspek yang perlu menjadi fokus pemeriksaan, di antaranya potensi konflik kepentingan, dugaan pengaturan pengadaan barang dan jasa, penyalahgunaan kewenangan, hingga kemungkinan adanya persekongkolan dalam penentuan pelaksana pekerjaan maupun pemasok material.

Menurut Danil, apabila ditemukan adanya praktik yang mengarah pada penguasaan proyek oleh kelompok tertentu, penggelembungan harga, pekerjaan fiktif, pemotongan anggaran, atau bentuk penyimpangan lain yang merugikan keuangan negara, maka hal tersebut harus diproses sesuai ketentuan hukum yang berlaku tanpa pandang bulu.

Ia juga menekankan pentingnya keterbukaan informasi kepada publik terkait dasar usulan kegiatan, nilai anggaran, pelaksana proyek, spesifikasi pekerjaan, hingga manfaat yang diterima masyarakat.

“Transparansi adalah kunci. Semakin tertutup suatu program, semakin besar ruang yang terbuka bagi penyimpangan. Karena itu masyarakat harus diberi akses untuk mengawasi penggunaan anggaran daerah,” tegasnya.

Sebagai bagian dari gerakan masyarakat sipil yang konsisten mendorong pemberantasan korupsi, PMAKI NTB juga mendorong KPK membangun koordinasi dengan Kejaksaan RI, Mabes Polri, BPK RI, BPKP, Inspektorat, serta pemerintah daerah dalam melakukan pengawasan dan pemeriksaan terhadap program-program Pokir.

Danil menegaskan bahwa langkah tersebut bukan bertujuan menghakimi pihak tertentu, melainkan memastikan seluruh penggunaan anggaran daerah berjalan sesuai aturan dan benar-benar memberikan manfaat bagi masyarakat.

“Pengawasan terhadap dana publik merupakan tanggung jawab bersama. Kami tidak ingin membangun opini tanpa dasar. Semua harus diuji melalui bukti dan mekanisme hukum yang berlaku. Namun pengawasan publik tidak boleh berhenti ketika terdapat indikasi penyimpangan terhadap uang rakyat. Jika anggaran berasal dari rakyat, maka penggunaannya juga harus dapat dipertanggungjawabkan kepada rakyat,” pungkasnya.
