USM Gelar Dialog Ilmiah Perkuat Peran RTH di Lingkungan Permukiman

SEMARANG, Wartajavaindo.com – Universitas Semarang (USM) menggelar Dialog Ilmiah bertajuk “Peran Krusial Ruang Terbuka Hijau (RTH) dalam Menjaga Kualitas Lingkungan Perumahan dan Permukiman (UU No. 26 Tahun 2007)” Acara yang diselenggarakan Sabtu, 19 Juli 2025 sekira pukul 08.00 Wib, acara digelar di Ruang Teleconference Lantai 8 Gedung Prof. Dr. H. Muladi, S.H., ini menghadirkan berbagai narasumber dari kalangan akademisi, praktisi hingga pejabat pemerintahan.
Dialog dipandu oleh Dr. Drs. Adv. H. Kukuh S.A., B.A., S.Sos., S.H., M.H., M.M. selaku moderator. Ia menyampaikan bahwa keterlibatan seluruh pemangku kepentingan, mulai dari akademisi, birokrasi, hingga masyarakat, menjadi syarat utama terwujudnya kota yang ramah lingkungan dan berkeadilan ekologis.
“Dialog ilmiah tersebut bertujuan untuk memperkuat kesadaran dan pemahaman publik, khususnya kalangan mahasiswa, terhadap pentingnya RTH sebagai bagian integral dalam pembangunan lingkungan perumahan yang berkelanjutan, aman, dan nyaman”, ungkapnya.
Acara dibuka secara resmi oleh Kaprodi Magister Hukum USM, Dr. Drs. Adv. H. Kukuh S.A., B.A., S.Sos., S.H., M.H., M.M yang menekankan pentingnya kolaborasi antarsektor dalam mewujudkan ruang hijau sebagai bentuk komitmen terhadap keberlanjutan lingkungan.i
“Ruang Terbuka Hijau bukan hanya estetika kota, tapi fondasi kehidupan ekologis yang sehat dan seimbang. Dunia akademik harus terlibat aktif memberikan solusi dan inovasi,” ujar Dr. Drs. Adv. H. Kukuh S.A., B.A., S.Sos., S.H., M.H., M.M dalam sambutannya.
Sebagai pembicara utama, Prof. H. Sudharto P. Hadi, MES, Ph.D. selaku pakar hukum lingkungan dan dosen Magister Hukum USM, sebelum pemaparkan menyambut para mahasiswa dan dosen, atas kehadiran dalam dialog. Dalam paparanya, pentingnya keberadaan RTH untuk menanggulangi degradasi lingkungan serta menjaga keseimbangan ekosistem yang akan datang.
“Dicantumkan dalam UU No. 26 Tahun 2007 Tata ruang,menekankan bahwa 30 persen wilayah kota idealnya adalah ruang terbuka hijau. Sayangnya, masih banyak kota besar belum mampu memenuhi itu,Apabila ada pelanggaran dalam tata ruang akan mendapatkan sangsi pidana,” jelas Prof. Sudharto.
Sementara itu, Prof. Dr. Ir. Hj. Kesi Widjajanti, S.E., M.M., menyoroti dimensi ekonomi dari RTH. Menurutnya, keberadaan taman dan area hijau mampu meningkatkan nilai properti, mendukung sektor informal, serta memperkuat kesejahteraan masyarakat secara langsung.
“RTH memiliki multiplier effect bagi perekonomian,dan mengajarkan kita bagaimana cara berbisnis (Businis Garden)dilingkungan hijau. Ini investasi jangka panjang, bukan beban,tapi bisa meningkatkan perekonomian di ruang terbuka. tegas Prof. Kesi.
Perwakilan Pemerintah Kota Semarang, Drs. Yudi Wibowo, S.E., menjelaskan bahwa pihaknya terus mendorong integrasi RTH dalam setiap rencana pembangunan perumahan dan permukiman, termasuk melibatkan masyarakat dalam pemeliharaannya.
“Kami mendorong partisipasi warga untuk menjadikan RTH sebagai ruang hidup bersama, bukan sekadar hiasan,” ungkap Yudi.
Ketua PWI Jawa Tengah, H. Amir Mahmud, S.H., M.H., yang turut hadir sebagai narasumber, menambahkan bahwa RTH juga memiliki nilai sosial yang tinggi dan bisa menjadi ruang interaksi publik yang sehat, termasuk dalam konteks media sosial.
“Peran penting media terhadap RTH adalah menjaga mendorong dan mensuarsi publik untuk memviralkan. peran peran itu sangat bisa untuk berkolaborasi dalam hal menjaga lingkungan, bersimbiosis mutualisme, seperti menampilkan konten atu foto-foto RTH dengan membuka kesadaran masyarakat dengan kebijakan kebijakan pemerintahan (pendekatan Persuasif),” ujarnya.
Acara ini terbuka untuk mahasiswa dari berbagai daerah, baik yang hadir secara luring maupun daring dpwnghujung acara moderator menyediakan ruang lingkup untuk tanya jawab dari mahasiswa dan Nara sumber. Panitia juga menekankan pentingnya pengisian presensi sebagai bagian dari dokumentasi kegiatan akademik. ( Wdd)
