Arogansi Bupati Pemalang Batalkan SK Perpanjangan Jabatan Dirut PDAM Berujung Gugatan

SEMARANG Jateng -wartajavaindo.com Kuasa hukum Mantan Direktur Utama (Dirut) Perumda Air Minum Tirta Mulia Kabupaten Pemalang, Jawa Tengah, Slamet Efendi, resmi melayangkan gugatan ke Pengadilan Tata Usaha Negara (PTUN) Semarang.
Gugatan ini ditujukan kepada Bupati Pemalang, Anom Widiyantoro, terkait pencabutan surat keputusan pengangkatan kembali dirinya sebagai direktur.
Kuasa hukum Slamet Efendi, Dr (C) Imam Subiyanto, SH, MH, CPM, dari Kantor Hukum Putra Pratama, menyatakan gugatan telah didaftarkan ke PTUN Semarang, pada hari ini, Kamis 7 Agustus 2025.
Gugatan ini dilayangkan setelah Bupati Anom Widiyantoro melalui SK Nomor: 100.3.3.2./188/Tahun 2025 mencabut SK Bupati sebelumnya yang diterbitkan oleh Bupati Mansur Hidayat.
“SK Bupati sebelumnya, Nomor: 100.3.3.2/62/Tahun 2025, memberikan perpanjangan masa jabatan kepada klien kami untuk periode 2025-2030, namun melalui SK Nomor: 100.3.3.2./188/Tahun 2025 Bupati Anom Widiyantoro mencabutnya, “jelas Imam Subiyanto di depan kantor PTUN Semarang.
Imam Subiyanto mengatakan pihaknya merasa keberatan dan oleh karena itu mengajukan gugatan tersebut ke PTUN Semarang.
Imam juga menegaskan bahwa proses pengangkatan kembali Slamet Efendi telah melalui tahapan yang sesuai dengan regulasi, termasuk evaluasi kinerja dan administrasi yang dilakukan oleh Dewan Pengawas.
Sejumlah pihak juga mengamati kasus pemberhentian Slamet Efendi Sebaai Dirut Perumda Air Minum Tirta Mulia Pemalang ini jelas bernuansa politik.
Ia juga menambahkan bahwa selama menjabat, Bupati Anom Widiyantoro tidak pernah meminta klarifikasi apa pun kepada kliennya.
“Perpanjangan yang dilakukan oleh pemerintah daerah sudah melalui regulasi yang benar. Dewan Pengawas juga bertanggung jawab terhadap evaluasi kinerja yang telah mereka lakukan,” ujarnya.
Selain gugatan di PTUN, Imam Subiyanto juga berencana akan mengajukan gugatan perbuatan melawan hukum (PMH) terhadap pemerintah daerah Kabupaten Pemalang.
“Hari ini kita fokus pada pendaftaran gugatan administrasi, sambil melengkapi beberapa dokumen,” pungkas Imam.
Sebagai informasi pada Senin 23 Juni 2025 lalu, Slamet Efendi diberhentikan dan digantikan oleh Moch. Arief Setiawan, SH, MM sebagai pelaksana tugas (Plt) Dirut yang saat ini juga menjabat sebagai Direktur Administasi dan Keuangan Perumda Air Minum Tirta Mulia.
