Dinas Pendidikan Provinsi Jawa Tengah Menjawab Pertanyaan Masyarakat dan Isu Kecurangan Pengangkatan PPPK

SEMARANG, 04 November 2025 – AWPI (Asosiasi Wartawan Indonesia) DPD Jawa Tengah, melaksanakan audiensi dengan Dinas Pendidikan Provinsi Jawa Tengah, yang diwakili oleh Nasrudin Bidang Ketenagaan untuk membahas berbagai isu dan pertanyaan dari masyarakat tentang sejumlah kasus dan kontroversi mencuat terkait pengangkatan guru Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) pada tahun 2024. Isu-isu meliputi penundaan jadwal, dugaan kecurangan, hingga perbedaan perlakuan terhadap guru honorer dan guru swasta.
Juga pertanyaan dari ketua AWPI DPD Jawa Tengah Ir. Elman Sirait antara lain :
1. Jumlah SMA/SMK baru di Jateng ada/dimana berapa?
2. Kenapa lulusan PPG sudah mendapat sertifikat tidak bisa mendaftar jadi PPPK persyaratan sudah lengkap tapi tidak bisa didaftarkan. Apakah ada semacam penegasan dari dinas
3. Paruh waktu apa sudah ada pengumuman, jika belum kapan ?
4. Kebutuhan guru SMA/SMK dan paruh waktu berapa.
Nasrudin Kabid Ketenagaan menjawab satu-persatu, atas pertanyaan ke 1 ;
Bahwa jumlah SMA/SMK baru, ada 6 sekolah di Jateng berada di :
1. Pemalang, akan selasai tahun 2026
2. Tegal
3. SMK Tulis Batang
4. SMK Garung Kab. Wonosobo sudah jadi.
5. SKO atau SMANKO (Sekolah Menengah Atas Keberkatan Olahraga) sudah jalan berada di GOR Jati Diri Kota Semarang, khusus memfasilitasi anak yang berprestasi dibidang olah raga dan siswanya tidak dipungut biaya.
6. Sekolah Luar Biasa (SLB) di Purwokerto Banyumas yang akan beroperasional tahun 2026.
Pertanyaan ke 2 ;
Kenapa lulusan PPG sudah mendapat sertifikat tidak bisa mendaftar jadi PPPK, padahal persyaratan sudah lengkap.
Hal tersebut bisa dikarenakan tidak mempunyai ijin dari yayan pengelola sekolah atau persyaratan masih kurang, itu biasanya yang menyebabkan kegagalan dalam mendaftar, namun demikian apabila yayasan tidak bersedia memberikan ijin Dinas bisa memberikan ijin manakala calon sudah diluar yayasan, maka Dinas akan memberikan semacam rekomendasi.
Untuk pertanyaan ke 3;
Tentang PPPK Paruh waktu belum diumumkan untuk pengangkatan tahun 2024 :
Alasan utamanya adalah, adanya perbedaan waktu penetapan, terhitung mulai pengangkatan ASN di setiap instansi, serta kebutuhan penyelarasan data formasi.
Nasrudin selalu Kabid Ketenagaan menjelaskan Badan Kepegawaian Negara (BKN) dan Kementrian Pemberdayaan Aparatur Negara (PANRB) menerima banyaknya usulan instansi yang mengajukan penundaan untuk penyelesaian adminstrasi.
Pertanyaan ke 4 ;
Tentang kebutuhan guru ;
Berdasarkan hitungan berdasar jam mengajar, bila dibandingkan dengan guru yang sudah ada sebenarnya di Provinsi Jawa Tengah tidak kekurangan guru. Kalo rata-rata jam kerja 30 jam per minggu dengan 40 ribu tenaga guru yang ada.
Untuk tenaga PPPK mulai dari tahun 2021 sd 2024 sebesar 17.650 orang.
Selain dari pada itu ada laporan dari masyarakat disinyalir ada beberapa kasus dugaan kecurangan, dijamin untuk Provinsi Jawa Tengah tidak ada kecurangan, bersih, karena sangat terbuka dan skore kelulusannyapun diumumkan langsung melalui aplikasi, jawab Ayu selaku yang membidangi seleksi PPPK.
Seleksi PPPK tahun 2024 menggunakan sistem kelulusan berdasar urutan prioritas, bukan lagi berdasar nilai ambang batas (passing grade). Dalam hal ini bertujuan untuk memberikan kesempatan lebih besar bagi tenaga honorer yang telah mengabdi lama.
Lebih lanjut Ayu menjelaskan atas pertanyaan Budi Mulyanto Sekretaris AWPI DPD Jateng tentang kesempatan guru swasta bisa ikut PPPK, dijelaskan bahwa guru swasta bisa ikut PPPK, dan kebijakan terbaru seperti Permendikdasmen Nomor 1 tahun 2025, memungkinkan guru swasta untuk mengikuti seleksi dan bahkan bisa di tempatkan si sekolah swasta mereka sendiri.
Nasarudin menambahkan, namun demikian Guru swasta yang ingin mendaftar harus memenuhi persyaratan umum, seperti kualifikasi pendidikan dan batas usia, serta persyaratan khusus seperti ijin dari yayasan (jika yang bersangkutan termasuk dalam katagori pelamar prioritas) atau katagori P1 yaitu Guru Swasta yang sudah lulus seleksi PPPK tahun 2021, dengan nilai di atas passing grade (P1) memiliki kesempatan untuk melanjutkan ke tahap berikutnya, pungkas Nasarudin.
